Default Lowering boost

I'm lowering my boost maximum 2 psi, will the car need a retune?
History: Car was dyno tuned at 11-12 psi...I want to bring levels down to 9-10 psi.

No, there would be only very rare cases where you would need to retune to lower the boost, and that would only be to increase the timing a bit for more power. It would always be safe to run lower boost. Going the other way sometimes requires a retune, but it depends on boost level, and the maf being used along with how the tune was setup.
